If they're immigrants and just moved in, how about trying to befriend them first? maybe they'd appreciate making some new friends.
They perhaps don't realise that they are causing a nuiscance - especially if they haven't realised you work a graveyard shift. They probably think that its a perfectly reasonable time of day to practice with minimum annoyance to the neighbours when its obviously not ok for you.

Are you on speaking terms with them? Maybe you could negotiate with them to practice later in the day/early evening when they get home from school (sorry don't know what school hours are there)

ditto the others - within reasonable hours and only if they're reasonably good at it.
Also depends what instrument they're playing.

i know power walking is about 6k an hour, for 30 to 40 minutes but what about running??
Just backing up what the others have said really. The footwear is very important. I used to do 10k road races in the days before they began to properly develop running shoes. I've now got damaged knee and ankle joints.
